《纵览中国》发刊词

金融海啸,凌空袭来,地球成了风雨飘摇中的诺亚方舟。吉凶祸福,前路难卜。其中,经济上崛起的中国,它在世界动荡局势中扮演的角色,它在国际体系中的自我定位,它的政策走向、社会发育和制度演变,在在引人关注。

 

事实上,当前的世界格局中,存在着地理上不完全重合的三个“中国”——“经济中国”、“政治中国”和“文化中国”。

 

“经济中国”,即“华人经济区”,指中国大陆、港、澳、台、新加坡所形成的经济市场。

 

“政治中国”,即当下中华政治架构:中华人民共和国(大陆及港澳两种制度)和中华民国(台湾)。

 

“文化中国”,则包括:中国大陆、港、澳、台、新加坡;海外华人社会;国际上与中国研究相关联的人群。

 

三个“中国”与国际社会,以及三个“中国”相互之间,其内在张力及互动都在加速强化。如何使之转型为三位一体的文明中国,从而融入国际主流秩序,是中华文化的当代“天命”。

 

普林斯顿中国学社主办的《纵览中国》网站,值此历史性震荡的时刻,应运而生。其主旨为,回应当代中国在国际舞台上的显著出现,考察三个“中国”的互动历程,确定它们在世界上的位置,探讨“中国模式”及其与普世价值之间的张力,探索该模式对国际秩序的涵义,追溯中国的外交政策与对外关系的演变,概览中国周边的地缘政治,观察中国在国际社会特别是在亚洲与非洲的政治、经济、文化、军事存在,研究中华民族主义与国际社会的互动,评论西藏、新疆等少数族裔的民族主义与中华民族主义的互动,研判台海两岸关系之走向,通过比较民主化探究,展望中国如何转型为国际社会负责任的成员。

 

身处风雨如晦的世界,不确定性卷土重来,弥漫全球。可以预言,一轮新的思想和意识形态论争势将萌动。有鉴于此,需要重申我们的精神谱系:从康有为、梁启超、严复以降,至胡适、王国维、陈寅恪、蔡元培、储安平、鲁迅、梁漱溟、熊十力、钱穆、君劢、唐君毅、牟宗三、徐复观、卢作孚、张东逊、史量才、邵飘萍、张季鸾、罗隆基、马寅初、傅雷、殷海光、雷震、林昭、顾准、遇罗克、李慎之、王元化、何家栋.....;从五四的突破,到西南联大的集结;从《申报》、《大公报》与《观察》周刊的惨淡经营,直至1957年春季、1976年“四五”、1979年西单墙、1980年代、1989年天安门以及1998年以来自由主义复兴等各次民间力量的涌动.....。这一近代中国自由精神的脉搏,时断时续,时隐时现,时强时弱,虽屡经横逆,仍不绝于缕。

 

《纵览中国》所欲承接的,就是这一脉不绝的香火。

 

本刊将竭其所能,承前启后,尽到中国知识分子的言论责任。其基本目标,是建构海内外独立的中国知识人的一个思想平台,一个富于包容性的有效的国际论坛,一个沟通中国境内外观念和价值的精神桥梁,从而呈现中国独立知识界的观察与运思。恳请各界明鉴,共襄义举,守望相助,应对时艰。殷殷之愿,谨此布达,是所至望。

 
 
 
 
Foreword to the Inaugural Edition of "China in Perspective"

The financial tsunami has turned our world into a Noah\'s Ark struggling to stay afloat in the tempest. It is still too early to say whether we are headed for survival or disaster. In the midst of this, all eyes are on the economically ascendant China, its role in the shifting global situation, its attempts to fix its position in the international system, its policy direction, societal growth and institutional evolution.

 

The truth is that in the current world structure there coexist three somewhat geographically inconsistent Chinas: the economic China, the political China and the cultural China.

 

The "economic China," that is, the "Chinese economic region," refers to the economic market made up of mainland China, Hong Kong, Macau, Taiwan and Singapore .

 

The "political China" refers to the current political framework consisting of the People\'s Republic of China (including the separate systems of Hong Kong and Macau) and the Republic of China, Taiwan.

 

The "cultural China" includes mainland China, Hong Kong, Macau, Taiwan, Singapore, overseas Chinese communities, and people involved in China research in the international community.

 

The relationships among  these three "Chinas" with the international community and with each other are experiencing a rapid escalation of tensions and interactions. To develop one civilized China, it is necessary for these three Chinas to be transformed into one and merged into the international political mainstream.  

 

The new "China in Perspective" Internet magazine hosted by the Princeton China Initiative makes its debut at this crucial juncture in history. Its main purposes : to respond to modern China\'s distinctive presence on the world stage; to study the interaction of the three Chinas and fix their position in the world; to explore the "China model" and its tensions with universal values, as well as its implications for the international order; to trace China\'s foreign policies and the development of its foreign relations; to perspective on the geopolitics at China\'s periphery; to observe China\'s political, economic, cultural and military presence in the international community, especially in Asia and Africa; to study the interaction between Chinese nationalism and the international community; to comment on ethnic nationalism in Tibet, Xinjiang and other minority areas and their interactions with Chinese nationalism; to discuss trends in cross-Strait relations; and through the prism of comparative democratization to anticipate how China might go about becoming a responsible member of the international community.

 

In a world filled with peril and uncertainty, the only thing that can be confidently predicted is that new controversies and conflicts will emerge between various strains of thought and ideology. In view of this, we reaffirm our spiritual pedigree: from Kang Youwei, Liang Qichao and Yan Fu to Hu Shih, Wang Guowei, Chen Yinke, Cai Yuanpei, Chu Anping, Lu Xun, Liang Shuming, Xiong Shili, Qian Mu, Zhang Junmai, Xu Fuguan, Zhang Dongxun, Shi Liangcai, Shao Piaoping, Zhang Jiluan, Luo Longji, Ma Yinchu, Fu Lei, Yin Haiguang, Lei Zhen, Lin Zhao, Gu Zhun, Yu Luoke, Li Shenzhi, Wang Yuanhua and He Jiadong; from the breakthroughs of the May Fourth Movement to the amalgamation of the National Southwest Associated University; from the arduous publication efforts of Shan BaoDagong Bao andGuancha Weekly to the civil society upheavals during the spring of 1957, the 1976 April Fifth Movement, the 1979 Democracy Wall movement, the 1980s, Tiananmen in 1989 and the liberal revival since 1998... In recent decades the pulse of Chinese liberalism has waxed and waned, sometimes faint and sometimes distinct, sometimes beating stronger or weaker, sometimes rebellious but never completely extinguished.

 

It is this eternal flame that "China in Perspective" has taken up.

 

"China in Perspective" will do its utmost to serve as a link between the past and the future and to fulfill its responsibility to Chinese intellectual criticism. Its basic goal is to construct for independent Chinese intellectuals in China and overseas a platform of thought, a diverse and effective international forum, and a spiritual bridge linking the ideas and values inside and outside of China\'s borders, and in that way to contribute to the emergence of the observations and speculations of Chinese independent intellectuals. We earnestly invite understanding and support from all circles for a worthy endeavor that aims for mutual assistance and encouragement in these troubled times.
