line-height: 20px; font-size: 14px;">云南镇雄警方击毙方九书的消息已经由中国多家官方媒体作了报道，报道标题多为“当街驾车冲撞民众云南镇雄男子被击毙”。法新社等西方媒体也对镇雄警方击毙方九书的消息作了报道。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">中国官方媒体所谓方九书“驾车冲撞赶集群众”的指责没有得到目击者的证实。不过，《新京报》的报道援引目击者的话说，方九书15号上访时 “用货车堵了镇政府的门，并在与特警对峙中挥舞了马刀，随后被开枪击毙”。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">用货车堵政府大门并不对任何人的生命构成威胁；至于“挥舞马刀”，也不一定对他人生命构成紧迫性威胁。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">在纽约的人权活跃人士、中国事务评论家刘念春说，警察只有在什么情况下才可以开枪自卫— 这是人命关天的大事，相关规定切不可“模模糊糊”：</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">“警察在什么情况下可以开枪，它（指中国政府的文件）列举了七八种情况，这七八种情况哪种都没有说清楚。”</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">中国律师刘卫国说，镇雄警方的问题不止于“过度使用暴力”：</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">“如果他只是恐吓性的、或者防范性的挥舞马刀，而不是说真地要砍人，那你（指警察）没有必要开枪。”</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">方九书到镇政府上访的事由也需要在这里交待清楚。15号与方九书一起上访的还有他的兄弟方九成。兄弟二人因电力公司在方九书家房屋和承包地上方架电线，方九书为此要求电力公司赔偿损失，但双方一直没有谈妥赔偿方案，方九书兄弟多次到镇里、县里上访，后因方九书用货车堵塞交通，阻拦施工，兄弟二人分别被处以30天和15天行政拘留。律师刘卫国说，方九书对电力公司的赔偿要求是合法的：</p><p style="margin-bottom: 15px;
