line-height: 20px; font-size: 14px;">在地区冲突风险上升的背景下，上海合作组织将于一周后在河南省郑州市举行六国元首峰会，中国国家主席习近平等高官将出席此次会议。据上海合作组织官网发布新闻称，上海合作组织成员国元首理事会将于2015年12月14至15日在河南郑州举行。本台收到该市一位居民发来的消息称，12月1号开始，郑州安保措施升级至有史以来最高的级别，进入郑州的所有高速路口，将由警察随机查验身份证，提升至每车每人必查。未带身份证的人士将被扣查。在举行峰会的前后数日，商务区的公司放假三天，东区全区戒严，数万名便衣在重点区域戒备。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">该市居民李女士3日告诉本台她的所见所闻。她说：“目前看到围绕郑州四环路，所有的进市路口都出现大量穿警察制服的人，所有进市路口都放了狼牙棒装置。特警很多在检查车辆，每一辆车都要开车尾箱检查和登记。每一辆车被拦下之后，马上就有佩枪的人走上前，严厉的监控你，好几个大路口都出现了（车辆）拥堵”。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">李女士说，在她居住的附近，一家酒店被政府租用：“我们家对面，四环边上的安保人员都驻防了。我（家）对面的宾馆就租四十间房子”。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">记者：都是安保人员临时租的？</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">回答：不要好意思，这个不行，我们现在（会议）期间，只接待汉族。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">记者：那其他的像藏族？</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">回答：少数民族只有星级酒店才能接待。因为我们快捷酒店，没有权限接待像维吾尔族等。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">记者：是从什么时候开始的？</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">回答：从现在就开始了，等把上海峰会开完以后，应该差不多了。</p><p style="margin-bottom: 15px; font-size: 14px;">郑州民众对当局如此戒备感到不满。陈女士说：“我感觉共产党太不自信了，开一个会本身没什么，我看到习近平在外国开会，上万人在欢呼。为什么在国内开一个会要严防死守。这是严重扰民的。现在很多企业都接到通知，要求停产。比如设计建筑的，都要停止”。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">当地居民称，目前商务区内的私人企业，流动劳务者必须出示身份证，面查，所有工作人员须上报个人姓名，身份证号，如有涉案前科者，将被带走查问。在大楼楼顶，当局将设立狙击手。届时，地铁会展中心站也将关闭。</p><p style="margin-bottom: 15px; line-height: 20px; font-size: 14px;">上合组织成立宣言中强调，上海合作组织尤其重视并尽一切必要努力保障地区安全。成员国将为落实《打击恐怖主义、分裂主义和宗教激进主义公约》而紧密合作，包 括在吉尔吉斯斯坦比什凯克建立上海合作组织反恐怖中心。此外，为遏制非法贩卖武器、毒品、非法移民和其它犯罪活动，将制定相应的多边合作文件。</p></div>
