line-height: 20px; margin-bottom: 15px;">9月1日，已有外国领导人抵达北京、上海及杭州。有中国网民发帖说，这次安保措施实在奇葩。全城十万间民房被贴上空置房封条，机场沿线十多公里内的居民获政府发补贴外出旅游，小店停业，外地在杭州开店的店主被责令7月回老家，出租车司机由警察假扮。至8月中旬，杭州已成为一个半空的城市。9月1日至7日，杭州大部分地区被封闭，无通行证不得通行。</p><p style="font-size: 14px; margin-bottom: 15px;"></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">在此期间，在杭州的维权人士邹巍、吴远明等已被公安带走，强制旅游。据称，一些常年居住在杭州的西藏及新疆人，今年上半年已陆续被驱离杭州。当地居民说，杭州及周边城市居民获发安检证，凭安检证通行。一位居民提供的“行人临时安检证”照片显示，上有激光防伪标志，持证者在经过检查站时，必须与身份证一起使用。有网民称，“从桥这头走到桥那头，一边是绍兴一边是杭州，行人走路居然需要临时通行证。这是谁的国度？连身份证都不能证明身份”。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">另外，还有武警探测仪检测到每块砖，防微杜渐做到了极致。网民表示，只有中国才干得出这等匪夷所思的事。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">本台早前曾报道，被杭州居民称为扰民措施的还包括，西湖风景区附近一个小区的居民不准明火煮食，派出所会将食物送给居民，但要求送饭者必须登记住址、姓名和身份证号。</p><p style="font-size: 14px;
