Board of Education National Historic Site)。周五，在埃利斯岛大会堂，数百名新美国人宣誓拥护我国宪法，履行其公民义务。</p><p style="line-height: 24px; font-size: 14px;">祖父入籍前和我的父亲分居两地已有多年。但因为他成为了一名美国公民，当移民法在50年代出现改革的时候，他得以把家人带到这里。当时，在香港的父亲已经是一个青年人，有自己的家庭。最终，我的父母和3个孩子——包括我在内——在美国和祖父团聚了。</p><p style="line-height: 24px; font-size: 14px;">我父母的英语不好。父亲在中餐馆当厨师，母亲是服装厂的裁缝。他们知道教育的重要，因此我们兄弟姐妹几个读书都很勤奋。我的父母也知道国籍的重要，他们于1965年入籍。那年我只有11岁，因此也依法成为一名美国公民。</p><p style="line-height: 24px; font-size: 14px;">我在1994年受命成为一名联邦承审法官，此后一直担任此职，直到2010年升至联邦上诉庭。此刻我身在雄伟的下曼哈顿瑟古德·马歇尔联邦法院(Thurgood Marshall United States Court House)，我的办公室，正是马歇尔大法官本人曾经工作过的地方，他在上世纪60年代是这里的一名法官。我知道，如果没有祖父和父母的辛勤劳作，如果他们没有成为美国公民，这一切都是不可能的。</p><p style="line-height: 24px; font-size: 14px;">祖父的归化证书此刻就挂在我的办公室墙上。它的背面写着，他是在“公开法庭”宣誓成为新公民的，据我所知，地点正是在我此刻身处的法院。</p><p style="line-height: 24px; font-size: 14px;">归化仪式是我成为上诉法官后一直怀念的事情。在联邦地区法院任法官时，我经常主持归化仪式。每一次仪式大约会有200名移民，分别来自世界各地的几十个国家。在主持仪式时，我会把祖父的归化证书带到法庭，拿给新公民们看，并把祖父的故事讲给他们听。</p><p style="line-height: 24px; font-size: 14px;">仪式结束后，我会和每一位新公民握手。这其中最令我感慨的是老年人，有的拄着拐杖，有的坐在轮椅上，他们依然懂得成为一名美国公民的重要性。</p><p style="line-height: 24px; font-size: 14px;">值宪法日与公民日之际，我会想起我的祖父，想起这些年来我有幸作为领誓法官见证入籍的人们，想起自由、正义与平等的原则，正是这些原则，成就了这个伟大的国家。</p><div> </div><div style="padding-bottom: 10px;"><p style="color: #787878; line-height: 18px; padding: 0px;"></p><p style="color: #787878; line-height: 18px; padding: 0px;"><em>陈卓光(Denny Chin)是美国第二巡回上诉法院法官。</em></p><p style="color: #787878; line-height: 18px; padding: 0px;"><br /></p></div></div>
