line-height: 20px; margin-bottom: 15px;">由环保部、中纪委、中组部官员组成的中央环保督察组，上月底展开第二波的巡查工作，分别进驻北京、上海、湖北、广东、重庆、陜西、甘肃7个省市，检查地方环保问题，及纠正各地方政府在环保工作上不作为或乱作为的情况，其中广东省佛山市成为重灾区。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">佛山市大沥镇是著名的铝材生产地，有大批环境污染的敏感企业，有大沥镇的铝材企业，在网上贴出一份盖有大沥镇环委会印章的《大气污染防治调度令》，当中指12月份佛山市天气条件持续不利，要求“有条件的企业12月份开始提前放春节假”。本台致电大沥镇环保办，查询指令是否强制性等等，但接听的官员拒绝回应。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">官员说：这个问题要问镇宣传办，有任何问题宣传办统一回应，恕我们不作任何回应。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">大沥镇居民马先生接受本台访问时指出，对比往年，今年不是特别多工厂倒闭，但的确大部分工厂提早放假。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">马先生说：一般吧，不是特别多关门，不过查污染、污染源就比较严格比较严紧。看那方面吧，今年的工厂应该是提早放假。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">马先生表示，很多大型的铝材厂没有运作，最近的空气较往年同一时间好。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">马先生说：不同地方各有不同，现在大型的铝材厂，有污染的已经迁去了。现在的空气当然比较好，没有那些五金等等当然比较好。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">记者问：以往的空气比较难闻？</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">马先生答：对。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">本台致电镇宣传办查询，但未得到具体的回应。据《澎湃新闻》报道，证实调度令的确由大沥镇环保办印发，镇环保办强调指令“跟中央督察没有关系”。公开资料显示，中央环保督察组巡查期间，大沥镇至 12月14日对镇内重点污染源进行检查，共检查35家企业，关停30家企业。大沥镇其中一间钢铝工厂的职员向本台表示，最近的确有环保检查，但未知详情。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">职员说：好像听讲是龙江上面，这里是有个检查，但实质性我真的不清楚。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">该职员表示工厂仍然有运作，但未知会否提前放假。大沥镇是著名的铝材五金生产地，但多间工厂疑似因为避免中央督察，提早放假。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">北京民间环保组织负责人宋欣洲向本台表示，中央环保督察组的巡查未必有针对性，主要按各地不同的情况而制定督查目标。他认为要解决环保问题，除了中央巡查外，更需要有严格规管。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">宋欣洲说：这个肯定有权威的吧，他们每年都会下去检查，我觉得他们还是比较有权威的一个部门，他是根据各地提交的信息来（督察）吧，譬如说都是根据地方举报吧。我觉得主要在于是否经过严格的环评或者各方面的巡视，我觉得经过监管的话，都是可以控制的，各个环节。</p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;">中央环保督察组南下巡视，佛山市政府如临大敌，召开特别会议应对，上周一(12日)在会上公布，过去两星期已检查5,323家企业、督促整改637家、关停793家，另破获9宗涉刑事的环境案件，刑拘5人。</p></div>
