line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">中国一家设在缅甸仰光的制衣厂，怀疑因劳资纠纷问题，于23日遭大约300名当地罢工员工的打砸和占领，期间更有7名中国籍工人被禁锢。中国驻缅甸大使馆和当地警方合作，救出被围困的中国员工;5名带头肇事者目前已经被缅甸警方扣押。有肇事工厂的员工向本台透露，目前罢工员工仍然占领着厂房。有劳工人士称，随着东南亚国家工人的维权意识提高，当地设厂的中资企业面对的问题越来越多，希望能加强双方沟通,化解矛盾。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">大陆企业近年倒闭潮不断，不少企业为降低成本，纷纷迁往东南亚国家继续经营。其中在缅甸建厂数年时间的中资工厂「杭州百艺纺织制衣厂」，2月23日遭约300名罢工的员工打砸，期间更把7名中国员工禁锢。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">本台在2月24日致电中国驻缅甸大使馆了解，接线的人员表示大使馆的领导仍就事件到肇事的工厂了解，建议记者留意大使馆网站的消息。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">大使馆人员说︰今天一整天都没有看到我们的领导，他们都去开会和到工厂那边去，我也不太清楚。你看一下我们那个缅甸仰光大使馆的那个网站，现在最新消息在我们大使馆的网站上已经公布了。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">浏览中国驻缅甸大使馆的官方网站，24日有两则消息发布，称在大使馆工作组和缅甸警方的通力协作下，被围困的中方员工已于2月23日下午安全离开现场。5名带头肇事者已经被缅甸警方扣押。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">不过，中国驻缅甸大使馆方面没有提及到，被占领的中资制衣厂是否已经恢复正常。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">及后记者成功联络到一位在肇事制衣厂的中国员工，他在电话里指已经安全了，但是未等记者继续提问，他已立即挂线。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">员工说︰我在(工厂)外面，昨天晚上起了冲突，我们撤了后就没回去(厂)。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">后来记者再度在网上跟他联系上，他以文字简单地交代现在中国员工都安全了，但是罢工员工仍然占领厂房。至于后来厂里的事情如何发展，他也不太清楚。他又指出是公司和缅甸工会谈判不顺利，从而发生罢工的工人打砸和禁锢中国藉的员工。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">记者向肇事工厂在大陆的公司了解，但是厂长徐先生的手提电话一直是通话状态。至于总机方面，接线的员工以不清楚为理由，拒绝了访问。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">接线员工说︰这些事肯定是领导去处理的，我不清楚。我今天才第一天来上班，是新来的员工。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">一名中国籍女工何女士向缅甸传媒表示，2月22日工厂的外部摄像头全部被砸坏，然而23日早上，约300名罢工员工突然冲进厂里打砸设备，之后又到中国员工宿舍打砸抢劫，多人的财物都被抢光。何女士说，她有两个行李箱被抢走，箱内有2500元人民币和一些珠宝首饰。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">何女士又指出，从去年12月7日开始，罢工事件已发生过几次。罢工工人每次都会提出条件，工厂也会答应。但是在约两周之前，有自动离职的工人代表要求回来工作，但是厂方没有答应，然而他们就发动罢工的工人在工厂门口堵路，继而发生了打砸的事情来。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">深圳劳工人士张治儒分析，近年来包括缅甸等东南亚国家的工人意识抬头，不少人要求提高福利待遇是可以理解的。他又说，中国人到其他国家设厂要注意的地方有很多，包括要了解当地的文化，也要注意互相沟通化解矛盾。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">张治儒认为，要减少劳资纠纷最重要的一步是互相协商，不鼓励这种扣押管理层的做法。他又觉得这个事件暂时不会影响到其他有意外迁的大陆企业。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">张治儒说︰一般来讲工人抗议都跟他们的工资待遇有关，少部分可能与管理方法有关。也只有停工跟企业谈判，我认为还是可以解决的。扣押管理人员不是一个很好的做法。毕竟来说，中国员工与在越南、缅甸的员工存在差距还是很大的，如果(罢工)不致于是普遍性的话，估计也不会因为这个案例影响外迁这种顾虑吧。当地的文化肯定是要了解的，不然可能会在管理方面产生一些冲突。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">针对缅甸的中资制衣厂遭冲击，大陆外交部发言人耿爽在例行记者会上回应说，中方在交涉中,要求缅方立即采取有效措施，确保中国公民人身安全和中资企业财产安全，幷依法惩处肇事者。他又指出，缅甸承诺将依法保护大陆企业和员工安全和合法权益。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">杭州百艺纺织制衣厂在缅甸首都仰光设厂大约有3年时间，据该厂在网上称是一家美商独资企业，总投资1800万美元，是世界多个著名服装品牌的长期合作伙伴。在全球经济不景气的大环境下，杭州百艺纺织制衣厂却指他们的业务以平均25%的速度逐年稳步提升。目前有500多位缅甸籍员工，10位中国籍员工。</span></p></div>
