margin-bottom: 12px; font-size: 14px;">随着中国经济的蓬勃发展，越来越多的年轻男女可以到西方的大学求学，目前有32.9 万中国人在美国学习，是10年前的五倍以上。他们也是美国高校迄今为止最大的外国留学生群体，可能成为一些高校的经济命脉，因为他们通常要缴纳全额学费， 而且有助于促进一种健康的国际多元化。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">但是，这些学生往往把家里的其他一些东西也带进了美国校园：中国政府的警惕目光，以及偶尔强硬的手段，通过它与中国学生和学者联谊会150多个分会的关系来联动。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">这些组织与北京一起，推动亲中议程，打压西方校园里的反华言论。十年前在哥伦比亚大 学，该组织动员学生开展抗议活动，抵制一个关于中国侵犯人权的演讲，敦促他们“坚决捍卫祖国的荣誉和尊严”。在杜克大学，该组织被指在2008年煽动了一 些骚扰活动，针对的是一名在西藏抗议活动中试图调解双方争执的中国学生。最近在英国的达勒姆，该组织按照中国政府的要求，在一个关于中港关系的论坛对评论 进行审查。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">CSSA成员还有过少数被指为间谍的案例。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">CSSA的影响力让一些中国学者和人权活动家感到头疼，他们说，中国留学人员在海外支付了相当高昂的学费，因此在美国校园里施加过大的影响力，中国政府最近敦促CSSA增强爱国主义和对共产党的忠诚。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">“基本上，我认为任何一个由政府控制的学生组织都不该出现在外国的大学校园里——而CSSA明显受到政府控制，”英国布里斯托大学(University of Bristol)的国际发展教授杰弗里·亨德森(Jeffrey Henderson)说。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">亨德森是香港问题专家，2014年，CSSA和其他两个团体在英国达勒姆大学(Durham University)召开了一个“雨伞运动”研讨会，邀请他在会上发言。香港“雨伞运动”抗议者堵在街道上，抗议中国政府没有在该城市进行民主选举。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">亨德森说，他收到了一封来自CSSA会长的电子邮件，称中国驻伦敦大使馆“对本次研讨会甚为关切，希望不要有什么东西干扰香港与中国的和谐关系”。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">亨德森怀着无视大使馆建议的打算去参加了研讨会。然而，他发现研讨会的问答环节受到了严格控制，只能提已经通过审查的书面问题。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">在大多数情况下，这些组织的作用和普通的校园团体差不多，比如为新来的学生提供交通 服务，主办春节庆祝活动，组织双语招聘会。在有些学校，CSSA会员资格是需要争取的。学生要向CSSA委员会提交申请，获准入会对他们是一项荣誉；会员 经常在他们的LinkedIn页面上提到这个身份。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">中国驻华盛顿大使馆和洛杉矶领事馆都没有回复关于他们与这个学生组织关系的问题。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">加州大学圣迭戈分校CSSA分会会长列奥·姚(Leo Yao)即将离任，他说该组织与政府的唯一定期互动，就是在领事馆举行的年度会议，他们会在会上讨论学生安全和校园活动问题。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">“我们与领事馆有联系，这倒是真的，但不是很多人说的那种关系。他们以为我们代表中国政府，我们做的是中国政府让我们做的事情，诸如此类，但事实并非如此，”来自珠海的姚说，他的专业是概率统计。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">在1980年代，随着中国留学生人数的增加，CSSA开始发展壮大。“我来到美国，想，‘哇，太好了，我在一个自由的国家，现在我希望一切都很酷很快乐。但我发现，政府的控制甚至延伸到了在美国的中国学生身上，”1980年代末来到普渡大学学化学的谢田（音）说。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">谢田现为南卡罗来纳大学艾肯分校(University of South Carolina, Aiken)教授，他表示，中国驻芝加哥领事馆试过为CSSA挑选官员，并定期派一名代表在汽车旅馆和学生会面。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">在中国国家安全部供职多年的李凤智2003年到丹佛大学读研究生。他说，中国政府不至于把CSSA当作一个间谍机构，在它看来那是一个宣传和“信息采集组织”。李凤智最终叛逃美国，联邦调查局的反间谍特工就CSSA的活动讯问过他。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">中国政府和学生团体之间的联系谈不上什么秘密。在某些大学，比如康涅狄格大学(University of Connecticut)和北德克萨斯大学(University of North Texas)，分会在网站上提到他们获得了中国领事馆的支持，或者受其领导。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">密西根技术大学(Michigan Technological University)分会承认他们与中国大使馆有关系，然后说：“但是CSSA不会参加任何政治革命，除非情况很特殊。”</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">但他们的关系也可能是隐蔽的。1990年代，加拿大移民官员指责蒙特利尔康科迪亚大学(Concordia University)CSSA分会的领导人使用了中国政府的资金，并向中国外交官提供亲民主的中国学生的信息。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">联邦调查局2011年的一份机密报告显示，2005年比利时当局表示他们确认了又一名中国间谍的身份——一名鲁汶大学(Leuven University)CSSA会员——称此人负责协调在欧洲各地的产业间谍行动。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">据英文版《天安门文件》(The Tiananmen Papers)编辑之一、中国问题专家林培瑞(Perry Link)讲述，这个学生组织是中国“政府外交部的一个工具”，从事包括监视中国学生的不爱国言论在内的活动。《天安门文件》是与天安门抗议行动有关的中 国秘密文件汇编。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">“这种监视的重点不是让某些人遭到逮捕或受到惩罚，重要的是，几乎所有的中国学生都知道自己的言行可能会被汇报，所以在公共场合要注意自己的言论，”林博士目前在加州大学河滨分校担任教授。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">2007年，加拿大人权律师戴维·马塔斯(David Matas)来到哥伦比亚大学演讲，内容是关于中国如何虐待法轮功学员，法轮功是一种宗教信仰，结合了佛教、冥想与锻炼，被政府所禁止。他发现自己的演讲上戒备森严，CSSA针对它发起了抗议活动。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">后来，一封显然是针对马塔斯的威胁性电子邮件被发送到CSSA哥伦比亚大学分会的网站上，邮件宣称，“犯我中华者，虽远必诛，”前不久，马塔斯说。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">上个月，CSSA哥伦比亚大学分会在该校的洛氏纪念图书馆(Low Memorial Library)举办了它的年度中国展望大会，重点关注经济政策和可持续发展问题。会上几十位政府、学术界和企业界的领袖发表了讲话，观众主要是中国学 生，议程中避免了人权、台湾和达赖喇嘛等争议话题。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">一个会议安排中写道，该大会“得到了中华人民共和国大使馆的全力支持。”</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">CSSA在几所大学内的分会公开承认与中国政府的联系，包括哥伦比亚分会在内，他们说，这种关系没有违反学校的任何规定。但不管怎样，一些大学还是发现自己陷入了中国政治的漩涡。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">卡尔加里大学于2009年授予达赖喇嘛荣誉学位后，中国政府将该校从政府认证的国际大学名单中撤出一年。该校的中国新生入学人数略有下降，认证恢复后再次增长，现在中国学生占该校国际学生总数的四分之一。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">在加州大学圣迭戈分校，约有3500名本科生来自中国，占学生总数的10％以上。他们支付的费用是加利福尼亚州学生的两倍还多，在加州大学系统面临经济压力时，这笔钱堪称至关重要的收入。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">达赖喇嘛于1959年暴动之后逃离西藏，此后就一直住在印度的达兰萨拉。去年，校监科斯拉在那里同他会面，为这次演讲打下了基础。科斯拉通过自己的办公室拒绝了采访。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">除了即将离任的姚会长，CSSA的其他成员都拒绝了采访请求。但其他一些中国学生 说，邀请达赖喇嘛的决定也让他们觉得恼火。前不久的一个中午，在校园学生活动中心与美食广场普莱斯中心，有几个吃午饭的学生预计6月17日毕业典礼那天会 有抗议活动。有人说，他的父母不想出席达赖喇嘛的演讲，所以不会来参加自己的毕业典礼。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">来自中国武汉的大三学生周世伟（音）表示，学校的决定让中国学生们感觉自己受到了针对。“我们取得好成绩。我们不惹麻烦。我们出了很多钱，”周世伟说。“他们这样做的动机是什么？”</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">尽管面临压力，学校也没有退缩。在与科斯拉会面时，CSSA的会员们要求学校至少不要将达赖喇嘛称为“精神领袖”，而且应当禁止他讨论政治问题。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">“重塑形象是非常重要的，所以我们也会对事不对人，可能吧，”姚先生说。</p><p style="box-sizing: inherit; margin-bottom: 12px; font-size: 14px;">大学没有表明自己是否会顺应这些要求。在一份声明中，它表示，该校一直“在重大公共政策问题上充当讨论与互动的论坛；并在思考我们这个复杂的世界的问题时，尊重每个人同意或不同意的权利。”</p><p style="box-sizing: inherit;
