<div id="headerimg" style="font-size: 18.6667px; float: left; margin: 0px 15px 20px 0px; display: table; width: 622px; color: #333333; background-color: #ffffff;"><img alt=" " height="350" src="http://www.rfa.org/cantonese/news/firewall-09042017095517.html/firewall.jpg/@@images/71aac551-9bae-4b7d-bd3a-0d1affaf18d2.jpeg" title=" " width="622" style="height: auto; font-size: 12pt;" /><div id="headerimgcontents" style="height: auto; overflow: hidden; margin: 0px; padding: 0px;"><div id="headerimgcaption" style="font-style: italic; float: left; margin: 0px; box-sizing: border-box; padding: 0px 10px 5px 0px; width: 622px;"><div id="zoomattribute" style="font-size: 10px; position: relative; top: 0px; float: right; width: 612px; margin: 0px; height: 15px; vertical-align: middle;"><a href="http://www.rfa.org/cantonese/news/firewall-09042017095517.html/firewall.jpg?encoding=simplified" id="single_image" title=" " style="text-decoration-line: none !important;"><img src="http://www.rfa.org/rfa_resources/graphics/icon-zoom.png" style="height: auto; width: 18px; margin-right: 10px; vertical-align: top;" alt="" /></a></div></div></div></div><div id="storytext" style="font-size: 14px; color: #333333; background-color: #ffffff;"><div><div></div></div><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">当局近年来大力打击民众翻墙，浏览外国资讯。广东青年因经营及出售翻墙软件，近日被当局判囚9个月。有网民批评当局判刑过重，认为这是打压民众获得资讯自由的权利。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">东莞市石排镇的20多岁被告邓杰威，因在网上制作翻墙软件并出售，被当局控告提供侵入、非法控制计算机信息系统程序、工具的案件，近日于东莞市第一人民法院判处入狱9个月及罚款5000元。本台周一（4日）多次致电被告的代表律师陈积权希望了解情况，但电话一直无人接听。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">经常使用翻墙浏览外国网站的东莞网民卜永柱表示，当局对这名年青人实在判刑太重，而该名年青人只是出售翻墙软件，只是让人民透过不同的途径去获取外国的资讯，他犯了一些网络罪行，而且情节轻微，所以当局不应该对该名年青人重判，即使他是犯了法，也可以用别的方式处理。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">卜永柱说：其实对年轻人来说，用刑事来判刑是很重的，加上他获利不多，这些罪行应该是以（思想）教育作为（惩罚）的，这样判刑我觉得很重吧！最近有很多（有关非法经营网络等等案件）判刑都很重，非常受人关注。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">他指，政府一直亦用尽办法去限制人民的知情权，是怕民众获得外国信息后，得悉国内打压民众的真相，引起民众的反抗，从而影响她的政权，所以就要断绝民众获得国外信息的渠道，因而要加重网络罪行的判刑。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">卜永柱说：她主要是打压言论自由这方面的问题，不让你制造这些软件出来，让人民获得不同的信息，经营翻墙判刑都是刻意打压你的，并不是对1个经营网络赚钱的人判刑，最重要是不想你制造软件，让民众翻墙。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">熟悉网络运作的广东网民贾榀表示，现在大陆市面基本上不会公开出售翻墙软件让民众，现在就连私人制造翻墙软件的民众，亦被当局重判，他估计日后会有愈来愈多人因为网络罪行被抓被判刑。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">他指，其实当局想透过高压手段控制网络限制民众的言论自由，这是没有用的，他呼吁民众不要再使用大陆的软件翻墙，而改用外国的翻墙软件，这样就可以避免当局的监控。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">贾榀说：之前大陆有很多（翻墙软件），然后现在大多都被下架了，现在的话就是在谷歌下载翻墙软件，因为它跟中国没有合作，不会被中国限制的，里面就有很多的VPN用，在里面可以下载很多的软件。</span></p><p style="font-size: 14px; line-height: 20px; margin-bottom: 15px;"><span style="font-size: 12pt;">案情指，于2015年10月开始，被告人邓杰威在其家里通过手提电脑创建网站并出售翻墙软件。2016年2月，邓杰威夥同朋友一起经营该网站，被告主要负责技术运营工作，他的朋友则负责通过网络进行广告推广吸引客户，而其朋友现在已经潜逃。2人因售卖翻墙软件而获利1.3万元。法庭认为案情严重，故判被告入狱9个月，并需向当局缴交犯罪得益1.3万元。</span></p></div>
