font-style: inherit; font-family: inherit; font-size: 1rem; font-weight: inherit; letter-spacing: inherit; line-height: 1.5; margin-top: 18px; padding: 0px; vertical-align: baseline;">而根据台湾中央社报导，陆委会主委夏立言对此表示“完全不可能”，并认为这是“台湾作主的事情”，因为“京台高铁”涉及众多因素，很多建设重点“全都操之在我方”。</p><p style="border: 0px; font-style: inherit; font-family: inherit; font-size: 1rem; font-weight: inherit; letter-spacing: inherit; line-height: 1.5; margin-top: 18px; padding: 0px; vertical-align: baseline;">“京台高铁”不只是中国这次“十三个五年计画”的建设重点，早在之前的“十二个五年计划”时，就已经提出此案，当时也在台湾政界引起一片讨论。</p><p style="border: 0px; font-style: inherit; font-family: inherit; font-size: 1rem; font-weight: inherit; letter-spacing: inherit; line-height: 1.5; margin-top: 18px; padding: 0px; vertical-align: baseline;">但两岸分治多年，主权各自独立，政治上因素就不可能。加上草案中的台湾新竹与中国福建平潭的“跨海隧道”长致120公里以上，目前世界最长的日本青函海底隧道为53.9公里，就中国的铁路技术跟安全性而言，恐怕根本无法负荷这么巨大的工程。</p><h2>对台“不友善”多</h2><p style="border: 0px; font-style: inherit; font-family: inherit; font-size: 1rem; font-weight: inherit; letter-spacing: inherit; line-height: 1.5; margin-top: 18px; padding: 0px; vertical-align: baseline;">而中国国民党籍的立委杨镇浯，则于总质询时引用陆委会的民调询问张善政“中国对台湾是否友善”一事，张善政则是思考一下后说“不友善多一点”。</p><p style="border: 0px; font-style: inherit; font-family: inherit; font-size: 1rem; font-weight: inherit; letter-spacing: inherit; line-height: 1.5; margin-top: 18px; padding: 0px; vertical-align: baseline;">杨镇浯说，因为他所属选区金门，与厦门有相当紧密的交流，因此金门对两岸的交流相当关心。他紧接着追问张善政是如何评断“不友善”，张善政回答以前就任科技部长时，在许多官方民称上就会有形无形打压，等到他当行政院副院长跟院长后，许多国际案例都可以看出来“打压频繁”。</p><p style="border: 0px; font-style: inherit; font-family: inherit; font-size: 1rem; font-weight: inherit; letter-spacing: inherit; line-height: 1.5; margin-top: 18px; padding: 0px; vertical-align: baseline;">经济成长快速的中国，在过去十几年来大力发展铁路建设，除了城际铁路外，高速铁路也蓬勃发展。目前不只拥有全世界第二大的铁路网（仅次于俄罗斯），高速铁路网的长度更是世界第一。预计在2020年，时速200公里以上的高速铁路路线将会突破30000公里。</p><p style="border: 0px; font-style: inherit; font-family: inherit; font-size: 1rem; font-weight: inherit; letter-spacing: inherit; line-height: 1.5; margin-top: 18px; padding: 0px; vertical-align: baseline;">而铁路也是中国官方加紧连通各地的主要手段。包含2006年开通至拉萨的青藏铁路，以及现在正在建设中的“广深港高速铁路香港段”都被视为是中国中央加速权力掌控的方式。香港段的高铁的“必要性”更是屡屡在香港社会引发争议。</p><p style="border: 0px;
